They should request and make it an option. That is the right thing to do. Then, it's up to each household, and their choice. I believe approach is everything. I'm happy to give a few dollars each month to help someone less fortunate than I might be, however....you're not going to come up and tell me "I'm taking a few dollars (or cents) and you can't do anything about it". That is not right.
